Postage Stamps

I’m in Nevada, and I want send a letter out of state. Can a regular postage stamp bought here enable the letter to go out of state?

I have two books of stamps I found in a drawer with two dates: 2005 and 2006.

They are identical books - lady liberty with a US flag background and say First Class USA - but nothing else.

Anyone know how much they are worth and how to verify?

Is this required for all US postage stamps?

I tried to understand the logistics of this from the USPS website but I was confused. Can a first class stamp be used on any kind of normal size envelope? On the website it said something about a minimum size, which didn’t make sense to me. How much faster is the mail delivered with a first class stamp? Are there any other restrictions on use that I should know about?
(i am trying to mail a letter to someone in Boot Camp and I know the regulations on mail are VERY specific)

It is a bit too late to send my mail ballot so I’m going to drop it off tomorrow at the polling place. Does it need a postage stamp anyways?
